The positive trend in development work under elected DDCs and VDCs in the 1990s is documented in Ram Sharan Mahat’s book, In Defence of Democracy: Dynamics and Fault Lines of Nepal’s Political Economy (Adroit Publishers, 2005). Mahat provides statistics showing significant increases in the provision of infrastructure across various sectors, from drinking water and electricity to roads and health services. Though it varies between localities, our own observations show the same trend.
